Supporting inclusive participation in Egypt’s development

The Equal Opportunities and Social Development (EOSD) project is implemented by GIZ on behalf of the German Government and co-commissioned by the European Union. In close cooperation with the Ministry of Social Solidarity and the Ministry of Youth and Sports, EOSD empowers young people in Egypt — particularly women and persons with disabilities — to play an active role in society.
Through capacity development, awareness campaigns, and joint initiatives, EOSD promotes gender equality, social participation, and inclusive public engagement. The project fosters cooperation between state and non-state actors while strengthening the ability of young people to contribute meaningfully to their communities.
EOSD works across multiple governorates in Egypt engaging both urban and rural communities. Projects are tailored to address specific local needs, while contributing to Egypt’s Vision 2030 and national development strategies. Activities span diverse regions to ensure inclusivity and equal access to opportunities.

The methodological capacities of state actors to promote the participation of youth, especially young women and young people with disabilities, are strengthened through capacitating state actors to enhance project cycle management, service expertise and inclusion & gender mainstreaming, anchoring participatory approaches through trainings focused on eliciting feedback and institutionalising participation, as well as capacitating policy experts/state employees to formulate data driven policy recommendations.
